Yeah, the photo kids from my Text & Image class last semester were taught that late afternoon was the best time for picture-taking, lightwise. I guess morning (9-10 AM, I think?) is pretty good, too. Noonish is worst.
Yeah, I know morning can be good as well, but morning-light is very pale, while late afternoon is very rich and warm. All depends on what you're going for, but as a personal thing, I loooove late afternoon. :) I hate being around pretty things at like noon, there's no definition to anything, and it's usually too bright.
As I posted it, I looked at this one again, and realised just how much I love it. Yay. <3
